Accountant The Veterans Health Administration is seeking Accountants for VA Western New York Healthcare System locations in New York. This position performs professional accounting work requiring the application of accounting principles, theories, concepts, and practices. The role supports financial operations by reviewing accounting data, evaluating general ledger balances, analyzing cost reports, monitoring funds, and helping ensure accounting transactions are accurate, complete, and properly classified. Assign project and cost codes, accounting classifications, and file maintenance information. Provide information needed to transmit accounting data to the appropriate office. Evaluate general ledger account balances. Assist in controlling financial operations by monitoring obligations and expenditures within authorized limitations. Support compliance with appropriations, allotments, apportionments, work allowances, and legally authorized funding purposes. Manage summary cost accounts and verify the validity and accuracy of accounting transactions and data. Recognize significant account variances and assist higher-level staff with research and reconciliation of accounting records. Perform other related duties as assigned. Basic Qualifications: Must be a U.S. Citizen. Must complete all required application steps, including the application, questionnaire, and online assessment. Selective Service registration is required for males born after December 31, 1959. Must be subject to a background/security investigation. Must complete the online onboarding process. Must provide acceptable identification for employment eligibility verification. Must participate in the seasonal influenza vaccination program as required for Department of Veterans Affairs health care personnel. Selected applicant must serve a one-year probationary period. Basic Education Requirement: Must have a degree in accounting, or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 hours of business law. Applicants may also qualify through a combination of education and experience that provides professional accounting knowledge. Qualifying combination routes may include 24 semester hours in accounting or auditing, CPA or Certified Internal Auditor certification obtained through written examination, or substantial accounting/auditing coursework plus qualifying professional experience and review. Transcripts are required. GS-7 Qualification Requirements: Applicants must have one year of specialized experience equivalent to at least the GS-5 level. Specialized experience includes using accounting practices, methods, and techniques to complete conventional accounting assignments. Specialized experience may include reviewing and processing accounting documents, assisting with general ledger and subsidiary ledger maintenance, analyzing and reconciling accounts, and assisting with report preparation. Applicants may also qualify with one full year of graduate education in accounting or a related field such as business administration, finance, or public administration. Applicants may qualify through an equivalent combination of graduate education and specialized experience. Applicants may qualify through Superior Academic Achievement at the baccalaureate level if all degree requirements are completed and the academic criteria are met. GS-9 Qualification Requirements: Applicants must have one year of specialized experience equivalent to at least the GS-7 level. Specialized experience includes performing general ledger accounting functions, performing reconciliations, creating and analyzing cost reports, and maintaining cost ceiling control records. Applicants may also qualify with a master's degree or two full years of graduate education in accounting or a related field. Applicants may qualify through an equivalent combination of graduate-level education beyond the first year and specialized experience. Education must be directly related to the work of the position.
