Job Description

Lead a comprehensive behavioral health system. Strengthen services. Make a difference in the community. The County is seeking an experienced, visionary leader to serve as Director of the Local Government Unit, providing executive leadership and oversight for a comprehensive system of services supporting individuals with mental illness, developmental disabilities, and substance use disorders. Reporting to the County Manager, the Director leads the planning, coordination, administration, and evaluation of County behavioral health services and provides oversight of contracted community-based programs. The Director serves as a key advisor to the County Manager and Community Services Board and works collaboratively with government agencies, service providers, community organizations, consumers, families, and other stakeholders to ensure accessible, coordinated, high-quality, and responsive services. Key Responsibilities Provide strategic and operational leadership for the Countys behavioral health service system. Oversee County programs and contracted agencies to ensure quality, effectiveness, coordination, and regulatory compliance. Develop and evaluate programs, services, contracts, and performance standards based on community needs and measurable outcomes. Lead strategic planning, quality improvement, utilization review, and system development initiatives. Advise County leadership on policy, organizational, programmatic, staffing, and budgetary matters. Oversee budgets, contracts, grants, and resource allocation to support effective and sustainable services. Build strong partnerships with State agencies, healthcare and human service organizations, community providers, and other systems of care. Engage with consumers and community stakeholders to identify needs, improve services, and promote access to available resources. Lead and supervise professional, administrative, and support staff. Ideal Candidate The successful candidate will be an accomplished behavioral health or human services leader with strong executive, administrative, clinical, and collaborative leadership skills. The ideal candidate will have demonstrated experience managing complex programs or systems, supervising professional staff, developing partnerships, managing budgets and contracts, using data to drive decisions, and navigating regulatory and organizational requirements. Candidates must be able to communicate effectively with elected officials, government leaders, professionals, service providers, consumers, families, and the public and demonstrate a strong commitment to person-centered, community-based services. Minimum Qualifications Candidates must meet one of the following: A. Doctoral degree in Clinical Psychology, current New York State Psychologist license, and 3 years of post-licensure experience, including clinical supervisory and administrative experience; OR B. Masters degree in Social Work or Mental Health Counseling, current New York State LMSW/LCSW or LMHC license, and 5 years of post-licensure experience, including high-level clinical supervisory and administrative experience; OR C. Masters degree in Nursing or a related health/behavioral health field, current New York State Registered Professional Nurse license, and 5 years of post-licensure experience, including high-level clinical supervisory and administrative experience.
