Job Description

Section I: Brief Summary of the Job
Under the supervision of the City Engineer, the Construction Inspector is a non-exempt position under FLSA. The Construction Inspector oversees grading operations; conducts construction inspections of sidewalks, streets, curbs, storm sewer, sanitary sewer, water mains, and other public infrastructure to ensure compliance with city ordinances, construction plans and specifications; participates in the review of engineering construction plans; acts as a liaison between contractors, city staff, and citizens; assists with emergency operations, including snow removal operations, as required. The City Inspector must have the ability to multi-task and perform job functions with evolving priorities as well as establish and maintain effective internal and external working relationships.

Section II: Essential Duties of the Job
  • Coordinates with the City Engineer to review project plans and contract documents ensuring conformance with city specifications, standards, and policies
  • Attends pre-construction conference meetings to discuss proper construction methods and materials testing requirements for each project
  • Reviews shop drawing submittals for construction materials and verifies accuracy of "as-built" plans
  • Inspect and monitor items related to site grading, storm sewers, sanitary sewers, water mains, street construction, and other routine construction activities, ensuring conformance with city specifications, standards, and policies
  • Observe necessary testing for streets, storm sewers, sanitary sewers, and water mains, including subgrade, concrete and asphalt tests
  • Performs curb, sidewalk, and driveway inspections on residential and commercial properties prior to certificate of occupancy
  • Actively manage assigned projects from a field perspective
  • Measure and track completed quantities, review pay estimate submittals, provide input on change order items, and prepare project closeout documents
  • Maintains records of work performed, such as inspections and complaints
  • Performs enforcement actions as necessary which may include rejection of non-compliant material and/or construction methods as well as enforcement of the right-of-way ordinance
  • Reviews all change order and payment requests from contractors
  • Reads and understands field notes, engineering sketches, construction drawings, and technical specifications.
  • Communicates verbally and in writing with citizens, contractors, consultants, employees, and other departments
  • Performs routine clerical work including the maintenance of appropriate records and preparation of letters, construction notices, and construction documents
  • Handles stressful situations in a professional manner
  • Assist with emergency operations, including snow removal operations, as required
  • Performs other duties as assigned or deemed necessary
Duties, responsibilities, scheduling, shift assignments and work location, may be added, deleted or changed at any time at the discretion of management, formally or informally, either verbally or in writing.

Section III: Education, Formal Training and/or Certifications
  • High school diploma or equivalent required
  • College level coursework in engineering, construction management, or related field desired
  • Professional construction-related certifications preferred
  • Valid driver's license required; commercial driver's license (CDL) preferred

Section IV: Experience
Minimum 5 years (Construction Inspector II) and minimum 7 years (Construction Inspector III) of increasingly responsible inspection experience on civil engineering related projects required
  • Working knowledge of KDOT project requirements preferred
  • Experience in all types of municipal construction procedures preferred

Section V: Special Knowledge, Skills and Abilities
Possess basic math skills. Ability to read and understand technical specifications, laws, and codes as they relate to capital improvement projects. Knowledge of modern public works practices, materials, methods, and safety hazards, as well as contract administration procedures and material testing and sampling procedures. Skill in computer applications such as word processing, accounting spreadsheets, scheduling, etc. used in construction and construction management. Ability to establish and maintain effective working relationships and use good judgment, initiative, and resourcefulness with the public, employees, and other City officials. Ability to work independently.
Technical Skills: This employee must be able to operate computers, photocopiers and other office equipment. This employee should possess strong analytical, research, public relation, organizational, oral and written communication skills. Ability to safely operate a City vehicle and other equipment to perform job duties.

Intellectual Aptitude: Ability to read and comprehend city, state and federal regulations. Ability to work on several projects at once and to recognize and protect confidential information. Ability to understand and interpret blueprints, schematic drawings, and layouts to ensure compliance with specifications and other requirements.

Problem Solving: Problem solving is a factor in this position. Decision Making: Makes decisions related to project inspections and performing daily duties in a safe and efficient manner.

Supervision: This employee works with supervision from the City Engineer. Financial Accountability: This employee is responsible for the safe operation of department equipment, may have limited authority to purchase necessary department supplies but does not participate in the annual budget process. Personal Relations: Daily contact with the general public, co-workers, contractors, consultants and Directors. Occasional contact with the Governing Body may be expected.

Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus. Ability to travel and tour City projects in adverse conditions to include but not limited to construction sites, outdoor sites, remote sites, etc. Ability to climb down inlets and crawl through pipes during inspection of storm sewers.

While performing the duties of this job, the employee may be exposed to toxic or caustic chemicals and frequently outside weather conditions. The employee may be exposed to moving mechanical parts; high precarious places; fumes or airborne particles; risk of electrical shock; and explosives. The noise level in the work environment is moderate to excessive. Work in confined spaces.
