Overview
Deputy Chief Information Officer (IT Policy & Planning Senior Manager) to serve as IT Program Manager for multiple units within the Information Services Division, reporting to the Chief Information Officer and acting as the agency’s designated IT Security Official.
Responsibilities
- Lead strategic planning and vision around IT Service Management for assigned programs.
- Oversee daily operations of IT Customer Support, Field Support, System Operations, Network Technology Services, and Security Operations units.
- Direct, develop, and implement security policies and IT business continuity plans as the agency’s IT Security Official.
- Manage vendor relationships, negotiate contracts, and enforce compliance.
- Provide leadership, mentoring, coaching, and training to maintain high‑performing IT teams.
- Analyze infrastructure performance, recommend and track improvement initiatives.
- Coordinate with HR and law enforcement for confidential investigations.
Required Qualifications
- 14 or more years of experience in operations/logistics with a service delivery lead/managerial role or equivalent.
- OR Bachelor’s degree in Computer Science, Engineering, Business, or related field; equivalent professional experience can substitute (year for year).
- 10 or more additional years of leadership experience in operations/logistics or equivalent.
- Experience with Lean/Six Sigma/COBIT/Agile process‑improvement frameworks.
- Proven ability to build teams, empower staff, and drive high performance.
- Experience handling sensitive, confidential or classified information and knowledge of state IT security policies.
- Ability to translate strategy into an executable technology plan.
Desired Additional Qualifications
- Master’s degree in Computer Science, Engineering, Business or related field.
- Understanding of large law‑firm operations and functions.
- Strong collaboration and resource‑securing skills, ability to manage change and risk.
- Experience in government IT contracting and procurement, including Washington State processes.
- Professional project management experience or certifications (Agile, Scrum, PMI, etc.).
